Filòsof alemany, nascut a Hamburg. Va estudiar a Berlín, Munic, Gotinga i Erlangen i va ser deixeble de M. Planck, D. Hilbert, A. Einstein, M. Born i E. Cassirer. Va ensenyar a la universitat de Berlín fins
l'any 1933, a Constantinoble i, des de 1938, a la universitat de Los Angeles, Califòrnia. Encara que no va formar part del Cercle de Viena -era membre del Cercle de Berlín, que seguia també les idees neopositivistes de Mach-, és un dels principals filòsofs del neopositivisme, i va dirigir amb Carnap la revista «Erkenntnis».
Les seves principals aportacions se centren en la filosofia de la ciència i en la teoria de la probabilitat. Recorre a aquesta teoria per corregir el principi de verificabilitat del positivisme lògic: un enunciat empíric inductiu té sentit en la mesura que és probable. Aquesta teoria epistemològica l'aplica igualment
al terreny de l'ètica. En Experiència i predicció (1938) va promoure la distinció, clàssica dins la concepció heretada de la ciència, entre context de descobriment i context de justificació.
